Massimo Florio is Professor Emeritus of Public Economics at the University of Milan and former Head of the Economics Department. His expertise includes privatization, cost-benefit analysis of public investments, EU regional and industrial policy, and the economics of science. For over 20 years, he coordinated the European Commission’s Guide to Cost-Benefit Analysis of Investment Projects. He is the author of Investing in Science (MIT Press, 2019) and Privatisation of Knowledge (Routledge, 2023). He has led studies for institutions such as the EC, EIB, OECD, CERN, and the Italian Space Agency. He is also the founder and Honorary President of CSIL.
